Look closely at the outlets in an older apartment and you will notice what is missing: the third hole. Many buildings constructed before the mid-2010s — and plenty of newer shophouses and mini-apartments — were wired with only two conductors: live and neutral. There is no earth wire behind the wall at all.

Modern electronics leak a small amount of current onto their metal casing by design — the filters inside laptop chargers, refrigerators and washing machines shunt a little current to the chassis, expecting a ground wire to carry it silently away. With no ground wire, that current has nowhere to go. It sits on the metal surface, waiting. When you touch the casing, you become the path to earth, and you feel it as a buzz or tingle.

Vietnam’s climate makes it more noticeable. Humidity of 70–85 percent for much of the year means your skin, the floor and the air all conduct slightly better than they would in a dry country — so a leak you would never feel in Europe is suddenly obvious in Ho Chi Minh City.

Harmless tingle or real danger? Three-hole outlets are no guarantee — in many buildings the third hole is connected to nothing — but two-hole outlets are a certainty.

2. Buy a plug-in socket tester. Any electronics store or Shopee sells them for the price of a coffee. Plug it into a three-hole outlet and the lights tell you instantly whether the earth pin is actually connected. Test the kitchen and bathroom outlets first.

3. Look at the distribution board. Open the plastic cover door only (not the panel itself). If every switch inside is a plain breaker and none has a Test button, the home has no RCD — the device that cuts power in milliseconds when current leaks through a person.

4. The fix is giving that stray current a proper path and an automatic cut-off, which an electrician does in some combination of three ways:

1. A real earth connection. Driving a grounding rod and running an earth wire to the outlets that matter most — kitchen, laundry, water heater, aircon. In a rented apartment this is the landlord’s decision, but it is a half-day job in most homes, not a renovation.

2. RCD / ELCB protection. A residual-current device in the panel (or on the water heater circuit) trips in a fraction of a second when current leaks through a person. If the building cannot be re-wired for grounding, this is the single most important safety upgrade — it works even on two-wire systems.

3. Fixing the leaking appliance. Sometimes one failing appliance — very often an ageing storage water heater — is energising pipes or shocking everyone.
